Ordinances
An ordinance is what creates laws that govern the city.  In order for an ordinance to become an actual law, it requires two readings before City Council on two separate occasions.  There are exceptions to this rule.  Council can make a motion to suspend the rules requiring an ordinance be read on two separate occasions.  The ordinance can then be adopted on first and final reading.

Resolutions
A resolution expresses the opinion of the City Council either in support or criticism of on a broad range of social issues, legal rights, court opinions, and even decisions by the City Council.
